This graph illustrates the ultimate evaluation criteria for any construction system. Conventionally low-income housing cost has been related to parameters such as the cost of a bag of cement or the cost in US$. These parameters do not take into consideration the cost of living in the respective country, which is why this system refers cost to the parameter of minimum monthly salary.
If a square metre of construction can be built for less than two minimum monthly salaries, then the system is suitable for population with between 1.5 - 3 mms, if it is less, so much the better.
